The City Council of the City of Wallis, Texas, reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed below as authorized by Title 5, Chapter 551, of the Texas Government Code. 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.086 (Deliberations about competitive matters), and 551.087 (Deliberation about Economic Development Matters).
1. Call to order.
2. Invocation and Pledge of Allegiance
3. Roll Call and Certification of Quorum
4. Communication from the public (limited to the first eight registrants –limited to five minutes). Anyone interested in appearing before Council at this meeting should register with the City Secretary. In accordance with the Texas Attorney General’s opinion, any public comment that is made on an item that is not on the posted final agenda will only be heard by the City Council. No formal action, discussion, deliberation, or comment will be made by the City Council
5. Consent Agenda: This portion of the agenda consists of items considered to be routine and will be enacted by one motion unless separate discussion is requested by a City Councilmember or a citizen.
Consider and act on approval of: q Minutes – November 19, 2008 q 2009 Holiday Schedule q Setting workshop dates to discuss and plan Merit increases. q Setting workshop dates for Neighborhood Protection Plan review.
6. New Business: This portion of the agenda consists of items requiring individual consideration by the Council.
a. Consideration – Resolution 2008-10 Consider and act on passing Resolution 2008-10 approving financing by the Wallis Cultural Education Facilities Corporation for the benefit of South Texas Blood & Tissue Center and related matters.
b. Discussion – Building Inspector Introduce potential candidate for building inspector.
c. Consideration – Manufactured Home Consider and act on granting variance to allow a manufactured home to be moved in on property fronting South 9th.
d. Consideration – Ordinance 176 Consider and act on adopting Ordinance 176 caption to read as follows: AN ORDINANCE REPEALING ORDINANCE NUMBER 39 OF THE CITY OF WALLIS, AUSTIN COUNTY, TEXAS CREATING THE POLICE DEPARTMENT FOR THE CITY OF WALLIS, TEXAS AND HERETOFORE INITIALLY PASSED AND APPROVED ON THE 15TH DAY JUNE, 1978, AND ORDINANCE NUMBER 39A ESTABLISHING A RESERVE OFFICERS UNIT AND HERETOFORE INITIALLY PASSED AND APPROVED ON THE 15TH DAY OF JUNE 1978 AND AMENDED THE 14TH DAY OF SEPTEMBER 1982 AND MAKING CERTAIN FINDINGS OF FACT AND CONCLUSIONS AND ESTABLISHING GUIDELINES AND APPOINTMENTS OF THE POLICE CHIEF, OFFICERS AND RESERVE FORCE.
e. Consideration - Resolution 2008-09 Consider and act on passing Resolution 2008-09 approving the transfer of cable franchise from Rapid Acquisition Co., LLC to Almega Cable Inc.
f. Consideration -Vacant Lot Lease Consider and act on Assignment of Commercial Vacant Lot Lease effective October 15th, 1998 with the City of Wallis, Texas related to the Wallis, Texas system
g. Consideration – Stop signs Consider and act on the placing of stop signs on Guyler Street.
h. Discussion – Streets and drainage Discussion and possible action on streets and drainage.
i. Closed Executive Session: Personnel Matters Government Code 551.071
j. Reconvene from Closed Executive Session: Reconvene meeting in public session. Consider and act on any issues resulting from the “Executive Session”.
7. Financial Review: Monthly reports, Budgetary Amendments if necessary, payments of bills. 8. DEPARTMENT REPORTS Ø Update on city administrator activity for the month of November 2008 Ø Update on public works activity for the month of November 2008. Ø Update on city financial officer activity for the month of November 2008. Ø Update on engineering activity for the month of November 2008. Ø Update on crime or police activity for the month of November 2008. Ø Update on court information for the month of November 2008. 9. Take action on Department reports if necessary. 10. Communication and comments, Mayor, City Council. 11. Adjourn meeting.
